### Steps to reproduce
1. Have a user in Jira without an email.
2. Migrate a project where this user is involved(assigned/mentioned/etc.)
3. See the following error:

### What is the expected behavior?
1. Use unresolvable email address if Jira user has no email
1. the email will be like "xxx@noemail.invalid" where xxx is 16 hexadecimal characters.
