Currently, there are some differences in the way filters behave as a quick filter and when visible in the expanded "All filters".
**Acceptance criteria**
* For the meetings index page (currently the only place quick filters and all filters are shown together):
* The upcoming/past quick filter needs to be able to enter an unselected state, signifying the time filter showing something else apart from upcoming/past
* For example, when the filter is removed via the "All filters" section
* The upcoming/past in "All filters" needs to be handled via an operator instead of selecting options
* The options for the project selector need to match between the quick filter and the "All filters" version
* The quick filters and "All filters" filters should always be in sync
* There should also be a note added to the lookbook about these patterns for future use cases
