**As** a Resource Manager
**I want to** to see resource allocations by users
**so that** I can get a clear overview of how much work is allocated to the users i am interested in
**Acceptance criteria**
* Allow adding a user card view to a resource planning
* Users can be manually added to the view
* It shows users as cards with details listed.
* A click on the user opens a modal with detailed work packages listed that the user is allocated to
* The utilization bar should be in relation to the Resource Planners start & end dates. When no start & end dates are defined, the bar is hidden
