### Steps to reproduce

1. Login as a user with permissions to manage the docker files

2. Modify the yaml for meeting PDFs (see attached yaml file)

3. Creat PDF of a meeting that has an agenda item note with tables in it.


### What is the buggy behavior?

* The font size of the text in the table should change based on the new font size property (which is 10 in the uploaded file, the same as the note's font size). However, the size of the text does not change.


### What is the expected behavior?

1. The size of the text changes in line with the new font size property.
