### Acceptance criteria
* Change the look and feel when using a `Primer::Alpha::SelectPanel` with the option `dynamic_label: true` based on the count
* 0: Button label and icon are grey (muted)
* Anything selected:
* Button label and icon are darker (default)
* the dynamic label shows the count as `Primer**::**Beta**::**Counter`
* All other features of the SelectPanel remains untouched
### Out of scope
**Note:** Adding a counter to this Apply button is out of scope, will be handled within the component in <mention class="mention" data-id="75516" data-type="work_package" data-text="##SDS-700" data-display-id="SDS-700">##SDS-700</mention>.
