**As** a migrator of Jira projects to OpenProject
**I want to** maintain the Jira issues identifiers
**so that** all older references in 3rd party tools still point to the same work item.
**Acceptance criteria**
* All historic issue identifiers still work after migrating to OpenProject
* The Jira importer should only start importing if OpenProject is configured to use project-based work package identifiers. **Project-based semantic identifiers must be enabled on** /admin/settings/work\_packages\_identifier. If it is disabled then:
* Validation error happens after **Start import** is clicked
* Before user starts working with Jira Migrator there is a warning message with mandotory suggestion to enable the setting.
**Out of scope**
* not all former jira routes will continue to work as routes work differently in Jira
