### Before filing a report

### Steps to reproduce
1. login as non admin user
### What is the buggy behavior?
non-admin users experience very slow responses. Meanwhile, the systemload also exploded and the whole system is used by expensive selects on the database. This happened only after an upgrade from version 16.x to version 17.x. To let people work again, we had to revert to version 16. I have no reports about 'real' timeouts, but that the system is so extreme laggy, that after each action, people had to 'fetch another coffee'. This did NOT apply to admin users. Maybe because the check, whether an admin user has the right to see, list or edit a workpackage is simpler, less tables to join?
### What is the expected behavior?
Normal load and response times as on the installed version.

The peak in the load on 2026-03-02 (Mo) was the time when we tried to upgrade to the new version (17.x),it goes down after I reverted back to the old version (16.X)
