### Steps to reproduce

1. Setup 2FA for a user

2. Login as a admin user

3. Go to Administration -> Users and permissions -> Users and click on the user with 2FA

4. Open the 'Two-factor authentication' tab

5. Click on 'Delete registered 2FA devices'


### What is the buggy behavior?

* You get an 404:

1. The 2FA devices get removed Begin of the insertion

user must not be member in a public project
user must not be in a common group with the admin
&nbsp;user must not be members in a project, the admin is also a member ofEnd of the insertion Begin of the deletion
