* All settings are for now removed from the backlogs admin settings page

* Removing the page might lead to people wondering where it went

* Showing a message explaining that there are changes on their way might be better


**Acceptance criteria**

* When going to the backlogs settings page within the administration the page is empty of settings

* A message is displayed explaining the Begin of the insertionsituation.

* Title: "Backlog admin settings are evolving"

* Text: "We are currently redesigning the Backlogs module. Admin settings for sprints and backlogs will be visible here in the near future. Project-level settings remain available."
