### Steps to reproduce
1. Login as a project admin
2. Create a portfolio with 2 subprojects and 1 subprogram (count doesn't matter, this is just an example)
3. Take care that the budgets widget can show data
\-log cost to a work package
\-or log time to a work package with a user that has a [hourly rate defined](https://www.openproject.org/docs/user-guide/time-and-costs/time-tracking/#define-hourly-rate-for-labor-costs)
\-make sure the work package for which time or cost is logged has the "Budget" field being set
### What is the buggy behaviour?
* 'Data aggreagted \[..\]' text is too confusing
### What is the expected behaviour?
* Split it into three different strings
* If there are no subitems, just say: "Data aggregated from {n} budgets" X budgets included in this %{workspace} and its subitems." if the workspace has subitems
* If there _are_ subitems, just say: "Data aggregated from {n} X budgets included in this {project|program|portfolio} and its subitems. %{workspace}" if the workspace has no subitems
