**As** a migrator of Jira projects to OpenProject
**I want to** maintain the Jira issues identifiers
**so that** all older references in 3rd party tools still point to the same work item.
**Acceptance criteria**
* All historic issue identifiers still work after migrating to OpenProject
* The Jira importer should only start importing if OpenProject is configured to use project-based work package identifiers.
**Out of scope**
* not all former jira routes will continue to work as routes work differently in Jira
