**Acceptance criteria:**
* Move meeting templates behind an enterprise check
* When **no EE token** is present:
* Template page:
* Add a diamond to the "Templates" entry on the sidebar
* Add a Default enterprise banner (no images) below the PageHeader with the following text:
* Title: Reusable meeting templates
* Text: Define meeting templates with a set agenda structure and save time by reusing them when creating new meetings.
* _("Available starting with..." and "Upgrade now" should come directly from the component)_ _(to be defined)_
* Do not show the primary "+ Template" button
* The table / or the blanksalte remains visible
* Creation of meetings:
* When creating a new meeting, the template selector is not shown in the dialog form
* If an Enterprise token was previously available and templates already exist, we should, in accordance with what we do elsewhere, make those still available but not allow the creation of new templates.
* Editing a template is possible
* The button "Create meeting from template" is not shown
