**Acceptance criteria:**
* Move meeting templates behind an enterprise check
* Visually:
* Add a diamond to the "Templates" entry on the sidebar
* Add a Default enterprise banner (no images) with the following text:
* _(to be defined)_
* Remove the primary "+ Template" button
* _\[open\]_ If an Enterprise token was previously available and templates already exist, we should, in accordance with what we do elsewhere, make those still available but not allow the creation of new templates.
