### Steps to reproduce

1. Login as an admin

2. In Administration > Projects > Project attribute, make sure to have a project attribute (any type) which is 'For all projects' but not 'Required'

3. Click on the top bar green + button

4. Select '+ Project'

5. Select 'Blank project'

6. Click on Continue

7. Give the project a name and click on Continue


### What is the buggy behavior?

* User is asked to fill in mandatory fields but the attributes are not displayed

### Notes

If the attribute is marked as 'For all projects' as well as 'Required' then it is displayed as expected
