### Steps to reproduce
_Please write down the steps to reproduce. Try to write down all necessary preconditions (what permissions do you have, are other users involved?). Example:_
1. Login to as an admin a user with permissions to manage members in project A
2. In Administration > Projects > Project attribute, make sure Go to have a project attribute (any type) which is 'For all projects' but not 'Required' the members page
3. Click on the top bar green + button "Add new member"
4. Select '+ Project'
5. Select 'Blank project'
6. Click on Continue
7. Give Type the project a name and click on Continue following string: "foo@example.org"
### What is the buggy behavior?
* User It is asked to fill in for mandatory fields but the attributes which are not displayed shown

### What is the expected behavior?
_Describe how the application should behave like. Example:_
1. 'For all projects' Mandatory fields are shown
2. There is an option to deactivate those project attributes that are not marked as required are also displayed during project creation
### Notes
If the attribute is marked as 'For all projects' as well as 'Required' then it is displayed as expected
