### Steps to reproduce

1. Have a project.

2. In that project do not change the setting for "Project settings" -> "Files" -> "Attachments" -> "Show attachments in the work packages files tab" but Begin of the insertionseeEnd of the insertion Begin of the deletion checkEnd of the deletion that it is active

3. Go to the administration "Files" -> "Attachments" -> "General" and unset "Show attachments in the files tab by default"

4. Go to the project again and Begin of the insertionseeEnd of the insertion Begin of the deletion checkEnd of the deletion the project setting


### What is the buggy behavior?

* The setting in the project is now unset

* This is surprising since the caption in the administration only speaks of new projects being affected

* The same does not happen if the project setting was ever toggled. But for the user there is no way to distinguish if the project setting was ever toggled so that it will remain stable or if was never toggled.


### What is the expected behavior?

1. Have the administration setting not affect existing projects Begin of the insertion

2. Change the caption to reflect the behaviour

1. This would still be surprising.
