_We are running OpenProject 14.3.0 on premise._

### Steps to reproduce

Begin of the deletion _Please write down the steps to reproduce. Try to write down all necessary preconditions (what permissions do you have, are other users involved?). Example:_

End of the deletion 1. Create a ticket where the ticket name contains one or more "Umlaute"

2. Download the ticket as PDF

### What is the buggy behavior?
