Feature OP-18532: Allow searching for work package types and status whenever selecting work packages

**As** a user
**I want to** use work package types and status when searching for work packages
**so that** I can pick the correct work packages faster, just as I can already do in global search or when using the hash syntax in rich text fields.
It is basically a continuation of the effort started with <mention class="mention" data-id="56831" data-type="work_package" data-text="##56831">##56831</mention>. It extends to picking a work package
* [x] to book time on
* [x] to add to a board
* [x] to create relations, parent or child
* [x] to filter on work package IDs
* [x] Don't filter on loaded data but always use the backend's full capabilities (<mention class="mention" data-id="9177" data-type="user" data-text="@Oliver Günther">@Oliver Günther</mention> Specially about this part I would love to know your opinion)
* [x] to add to meeting agenda
* [x] to filter cost reports
We already have this in the global search and when hash mentioning a work package. Users get used to it and miss it in the other places.
