### Steps to reproduce

1. Login as a non-admin user Begin of the insertionwho:

1. Is member in a project defined as a template with any permission

2. Lacks the "Copy projects" permission in the project

3. Has the "Create project" global permission

4. Has the permissionEnd of the insertion Begin of the deletion (that still has permissionsEnd of the deletion to create Begin of the insertionWPs

End of the insertion Begin of the deletion projects and WPs)

End of the deletion 2. Click on top bar + button Begin of the insertion(or do it from the project list - is not relevant)End of the insertion

3. Click on Project Begin of the insertion(the same would happen for any workspace)End of the insertion

4. Select a template Begin of the insertion(with or withoutEnd of the insertion Begin of the deletion that hasEnd of the deletion PIR Begin of the insertionactive)End of the insertion Begin of the deletion activeEnd of the deletion

5. Click on Continue

6. Fill all info

7. Click on Continue again


### What is the buggy behaviour?

* User can't create Begin of the insertionprojectEnd of the insertion Begin of the deletion PIREnd of the deletion

* Error 422 in the console


### What is the expected behaviour?

1. User Begin of the insertioncannot select workspaces based on templates where "Copy projects" is not granted.
