**Acceptance criteria**

- Move the administration menu from modules to the user menu.
- Add menu item “Work packages” \[…\]/work\_packages
- Add menu item “Time sheet” \[…\]/time\_entries (core)
- Add menu item “Cost reports” \[…\]/cost\_reports (reporting plugin, replacing the link to time sheets)
- Add menu item “News”: \[…\]/news Begin of the deletion
