**As** a project initiator and project portfolio manager
**I want to** track the status of the project initiation requests in a work package
**so that** understand the current status, go to the artifact, and use my workflows on it
**Acceptance criteria**
* On submission of the project initiation, a work package is created from the settings in the project initiation settings
* It uses the given type and status
* The user assigned to the selected project attribute becomes the assignee
* A comment is written using the template
* The comment mentions the assignee.
* The comment has a link that refers to the wizard.
* In the work package there is a link in the description that refers to the wizard.
* That link is automatically added by the creation service ⚠ We need a way to do relative links as a macro
* The project settings for approval define what status and assignee is set when the wizard finishes (#68943)
* The description contains this text:
> **This work package was automatically created upon completion of the (selected wizard name) workflow.**
>
> A PDF artefact containing all submitted information has been generated and attached to this work package for reference and audit purposes.
>
> If you need to update or re-run the initiation steps, you can reopen the wizard at any time by using the link below:
>

**Technical notes**
* We need to identify this work package uniquely. This means either
* We expect there to be only one of this type (assumption might work for 17.0, but is brittle)
* We store the created work package somewhere so we can find it as part of the PIR
