Integrate languages into core Begin of the insertionand community pluginsEnd of the insertion so the user does not need to install a plugin for these Begin of the insertionlanguages.

This will be done the following way:

- core: OpenProject-Translations will be in the Gemfile and store and load all locales except english
- plugins: The locales will be stored and loaded in/by the plugins themselves
