**As** a portfolio manager
**I want to** provide the applicants an easy way to create a project initiation request
**so that** I have all relevant infos for a program in one place.

# **Acceptance criteria**
* There is a new setting in the portfolio (`Project settings` -> `Subitems`) `Sub elements`) which allows to select a default template for
* sub projects
* sub programs (if the workspace is a portfolio)
* There is plus button in the widget "Subitems" (when the permissions are set).
* It is an action menu with two options: "Program", "Project"
* Portfolios show both options, where as Programs and Projects only show "Project"
* The items link to the second step of the workspace creation pages with
* the parent id predefined to the current project
* the template predefined to the selected default
* In case there is no template defined it shows the template selection.
* When pressing other "create projects" buttons in the project context, the parent and template should also be pre-filled, e.g
* Top bar create button
* Blankslate create button of Subitems widget
## Open
* The templates are only visible to members. So what happens if you as a project admin select a template that is not visible to the user creating the subelement?
* _For now, the template preselection will simply fail if it's not visible, and by that fall back to regular project creation. It's as if you pass in a wrong template ID to the URL_
