**I want** the modules menu to be more intuitive
**so that** I can more easily navigate through my OpenProject instance.
**Acceptance criteria**
- Move the administration menu from modules to the user menu.
- Add menu item “Work Packages”
- Add menu item “Time Sheet”
- Core only: \[…\]/time\_entries
- With cost reporting plugin: \[…\]/cost\_reports
- Add menu item “News”: \[…\]/news
