**As an** OpenProject user
**I want** the modules menu to be more intuitive
**so that** I can more easily navigate through my OpenProject instance.
**Acceptance criteria**
- Move the administration menu from modules to the user menu.
- Add menu item “Time Sheet”: Pointing to global cost reports with **OPEN** preselected
- Add menu item “News”: Pointing to global news
- Add menu item “Activity”: Pointing to global activity
