**As an** OpenProject user
**I want** the modules menu to be more intuitive
**so that** I can more easily navigate through my OpenProject instance.
**Acceptance criteria**
- Move the administration menu from modules to the user menu.
- Add menu item “Time Sheet” “Work packages” (open global/non project specific work package list) to modules menu.
- Leave “Cost reports” in the modules menu.
**Technical Solution Concept**
- Update tests.
**Out of Scope**
- Styling changes
