**As an** OpenProject user
**I want** the modules menu to be more intuitive
**so that** I can more easily navigate through my OpenProject instance.
**Acceptance criteria**
- Move the administration menu from modules to the user menu.
- Move “Cost types” to administration.
- Add “Work packages” (open global/non project specific work package list) to modules menu.
- Leave “Cost reports” in the modules menu.
**Technical Solution Concept**
- We do not need to rebuild it with foundation first.
- Update tests.
- No changes are made in SaaS systems.
