Add a portfolio view for the portfolio index page. Include menu items to get there.

Include:

* Begin of the insertionA header section with the project filter

* A "more" button with the Zen mode

* End of the insertion "Add Portfolio" button

* A border box for each portfolio. Contains the following basic information for now:

* Title with link

* Description

* Number of children

* updated\_at Begin of the insertion

* A side menu to select different portfolio queries. I.e., "active portfolios", "my portfolios", "favorited portfolios" and "archived portfolios"
