### Steps to reproduce

1. Create a project

2. Enable the "News" module (Project Settings > Modules)

3. In project overview page, go to the dashboard tab and add the "News" widget

4. Disable the "News" module (Project Settings > Modules)

5. Navigate to the overview page, and then to dashboard tab


### What is the buggy behavior?

* The dashboard is briefly displayed and then changes to display a 403 error

* The url ends with "/widgets/news"


### What is the expected behavior?

1. No error

2. Begin of the insertion~~IfEnd of the insertion Begin of the deletion IfEnd of the deletion the "News" module is disabled, the "News" widget should be hidden, as it is the case in the overview tab of the overview Begin of the insertionpage~~. Let's do the same as in 16.5 and display "Nothing new to report". That's what is displayed in "My page" page with the news widget when all projects have the "News" module disabled.End of the insertion Begin of the deletion page.End of the deletion

3. In 16.5, the widget was displaying "Nothing new to report" when the module is disabled

1. Note: It's not possible to remove the "view\_news" permission from a role because this permission is not public.
