* Closed status is missing


### What is the expected behaviour?

1. Closed status is showing and selectable


### Important note

This doesn't happen for all WP types and not for all WPs in general
Custom actions that set the WP in the expected status work as expected

Begin of the insertionNote from user: it might be related to the Work Package being associated with a **closed** Version. If you reopen the Version, it allows the status transition again.
