* Edit restricted project attributes

* To see or edit restricted project attribute the user needs the global permissions **and** any project permission.

* The permissions are enforced in all relevant Begin of the insertionviews and actions:End of the insertion Begin of the deletion views:End of the deletion

* Project overview

* Project list

* API Begin of the insertion

* Export of project listsEnd of the insertion

* Administrators can still see all project attributes
