### Steps to reproduce

1. Login as a user with permissions to manage time and costs.

2. From either the global menu or left-hand menu, click Time and Costs. _N.B. 3. Click the ⌃ arrow (chevron) next to _Filter_, _Group By_ or _Units_


### What is the buggy behavior?

* The fieldset beings to close (the closing animation is shown) but then immediately re-opens.

* The fields within the fieldset are still visible


### What is the expected behavior?

1. The fieldset should collapse:

1. the fields within the fieldset should be hidden

2. the ⌃ arrow (chevron) should change to a ⌄ arrow to indicate the fieldset's collapsed state.


### Workaround/note

Fieldsets are toggleable after a hard reload of the page.
