### Steps to reproduce
1. Make sure a user U has no access to see or edit a work package WP
2. As anyone: Add comments to the work package
3. Share WP with U with either Edit or Comment permission
4. as U: Try to respond to a comment on WP using the "quote reply" ("Diesen Kommentar zitieren") feature
### What is the buggy behavior?
The context menu that should show "quote reply" has no such menu entry
### What is the expected behavior?
The feature should be available with both edit and comment permissions
