The expected behaviour works for &#39;_retracted changes&#39;_ comments. 
Clicking the ... menu on a these comments is different as well.

For &#39;_retracted changes_&#39;

* **edit** option is present, but nothing happens when clicking it

* **cite comment** option is not present


For &#39;_Updated automatically by changing values within child work package&#39;_

* **edit** option is present, and the comment can be edited (should not be possible)

* **cite comment** option is presentEnd of the insertion
