### Steps to reproduce

1. Log in with a user account that has administrative privileges.

2. Click "Work Packages" from the side menu.

3. Click the ID of any Work Package to navigate to its detail view.


### What is the buggy behavior?

* The "Start new timer" button is not displayed.


### What is the expected behavior?

* The "Start new timer" button should be displayed in the Begin of the insertionMore menu (⋯).

* If a timer is already running for that work package, change string to "Stop timer".
