### Steps to reproduce
1. Login as a user
2. Go to Time and Costs
3. Set up a report so you have data including the column "Date (spent)"
4. Click Export XLS
5. Open the XLS and see the date cannot be formatted as a Date field in Excel.
I see there is a superfluous ' at the beginning of the date field that would prevent Excel from identifying it as a Date.
