**Acceptance criteria**
* In the top menu, add the option to create "Program" and "Portfolio" alongside the already existing "Project"
* \[open\] are different permissions needed for
* Clicking on either of the option takes the user to the create form
* The form is the same currently used for projects
* Phrasing of the elements are changed according to the type
* \[open\] which other ways to add a "Program" and "Portfolio" are to be added:
* The "+ Project" button in the project list
* The "+ Project" button in the project dropdown
* The "+ Subproject" button in the project administration
**Out of scope**
* There isn't a possibility to change the type after creation
* Created programs and portfolios and program will be displayed same as project, e.g in the project dropdown
* wp to change this to be opened
* The subproject selection does not differentiate between which type of workspace is eligible to become parent to a workspace
* e.g. for now, a project can become the parent of a portfolio
* wp to change this to be opened
* The API for now displays all workspace types equally
* wp to change this to be opened
