**As** an administrator
**I want to** see and edit the helptext of a project attribute in the administration of a project attributes
**so that** I don't need to navigate to `Admininstration` -> `Help text` to see and modify it.
**Acceptance criteria**
* A new tab called `Help text` will be available when you open a project attribute. attribute between the `Details` and the `Items` tabs.
* In this This tab a user contains:
* **Description:** Admins can add a description information with text based and upload attachments.
CKEditor capacities.
* **Attachments:** Admins can add multiple attachments that will be visible below the description text in the help text modal.
* To not have any help text, the admin just doesn't fill the description or attach any file.
* Once the user has saved some information in this tab, this is also presented in the list of attributes help texts in `Administration > Attribute help texts`.
* The other way around is also possible; an administrator can add a help text for the desired project attribute through `Administration > Attribute help texts`.
* <br> How project attributes help text look or behave in the `Project Overview` does not change. Users can open the help text using the "?" icon next to the attribute label.
