### Steps to reproduce
1. Login on QA Edge and create a task in a project where project phases are not active
2. Generate pdf report of the task
### What is the buggy behavior
* Project phase field shows on pdf report although it doesn't show on wp (because project phases are still inactive)
* If a project phase is active though, but the user doesn't have permission to see it, they will not see it on wp but it will appear in the pdf report
### What is the expected behavior?
1. Project phase field should not show on pdf report
2. User who doesn't have permission to see project phases, should not see it on pdf report either.

**OpenProject version**
_16.2_
