### Steps to reproduce
1. Login as admin and go to Administration/Custom fields but make sure your custom field index page is empty so that it displays Create a new custom field link
2. Alternatively, login as admin and go to Administration/Projects/Project Attributes and make sure you have an empty section. Create a new custom field within that section by clicking on "+ Project Attribute"
### What is the buggy behavior?
* Upon click, the form opens but it's unclear which type of cf it is and it's not possible to create a cf as the format is undefined

### What is the expected behavior?
1. Creation of a work package custom field should be possible if such a link exists
2. Creation of a project attribute should be possible if such a link exists
