### Steps to reproduce
* In a project, go to Project settings → Files
* Click on the 'Attachments' tab
### What is the buggy behavior?
* The 'Show attachments...' setting is a toggle
* The text is unclear
### What is the expected behavior?
* Use the OP-Primer [settings form helper](https://qa.openproject-edge.com/lookbook/pages/patterns/settings_pages) (wrapper) to limit width
* Convert the toggle into a checkbox
* Change text to:
* Label: "Enable file attachments"
* Caption: "If disabled, it will no longer be possible to add attachments to work packages. Images packages and images added to the description will no longer show in the Files tab. Note: Note**:** If you have an external file storage configured, users will still be able to use that to upload files and add file links."
* In Administration → Files under the 'General' tab, change the following source strings:
* `setting_show_work_package_attachments`: Enable attachments in the Files tab by default
* `settings.attachments.show_work_package_attachments`: If disabled, new projects will not show the 'Attachments' section in the Files tab. Images added to the description will no longer show in the Files tab. Note: If you have an external file storage configured, users will still be able to use that to upload files and add file links.
