**As** an OpenProject admin
**I want to** give individual users the global permissions permission to manage projects, templates and edit the parent project hierarchies of a project
**so that** I can give more people in users the organization can do those tasks without admin priviliges. permission to create sub-projects.
**Acceptance criteria**
* New global permissions:
* "Manage project hierarchies"
* "Copy projects"
* "Manage project templates"
* For new installations: seed a global role "Project portfolio manager"
* Create project
* Manage project hierachies
* Manage public project lists
* Copy project
* The project permission "edit project" does not allow to edit the parent project.
