Copy/Move does not check whether unchanged users referenced by **assigned to** or **responsible** is available in the target project.
### Reproduction
1. Create to projects (e.g., **source** and **target**)
2. Create two users (e.g., **sourcetarget** and **sourceonly**)
3. Make **sourcetarget** a member of projects **source** and **target**
4. Make **sourceonly** a member of project **source**
5. Create a work package **source2target** in **source** with **sourceonly** assigned or responsible
6. Move/Copy **source2target** to project **target** without changing the user reference
7. Click **Move/Copy and follow**
\=\> The work package is moved although the user **sourceonly** is not a member of the target project
