**As** an OpenProject admin
**I want to** have two separate pages for roles and permissions
**so that** it is easier for me to understand the difference between project roles and permissions and global roles and permissions.
**Acceptance criteria**
* There are two separate pages
* Project roles and permissions
* Global roles and permissions
* On the page "Project roles and permissions" there are two tabs
* Project roles
* Permissions (formerly permissions report)
* On the page "Global roles and permissions" there are two tabs
* Global roles
* Permissions (formerly permissions report)
* The current page "Permissions report" is moved to the tabs in the individual pages
* On the permissions list there is a segmented control
* All
* Only selected
