### Steps to reproduce
1. Go to the workflow of a type (even simpler - create a new type without copying the workflow from an existing type)
2. Remove all checkboxes (use the uncheck functionality for simplicity)
3. Press Save

### What is the buggy behavior?
* 500 is thrown
### What is the expected behavior?
1. The empty workflow is saved
