**Context** ### Steps to reproduce
The permissions concerning the Meeting module have not been updated since the 'Classic meeting' days and are therefore not very always easy 1. Have Manage minutes permission
2. Go to understand. For example, currently, to add outcomes, a user needs the "close meeting agendas" permission, which does not make sense.
They require updating and streamlining.
**Acceptance criteria**
* Simpify the permissions into just these:
* View meetings (keep)
* Create meetings (keep)
* Edit meetings (keep)
