## Description

### Steps to reproduce

1. Set up a project with a connected Nextcloud storage, managing files and folder automatically (AMPF)

2. Make sure that the AMPF folder has not yet been created

    1. either by exploiting bugs

    2. or by not having background workers running

    3. or by being really, really quick

3. Try to link an existing file & Try to upload a new file to the storage

4. Compare the error behaviour of the two cases

### What is the buggy behavior?

When uploading a new file, a generic error is displayed, claiming that "Some Nextcloud settings are not working. Please contact your Nextcloud administrator."

On the other hand, a much more useful and specific error message is available, as demonstrated by the "link existing file" case:

> The automatically managed project folder was not yet found. Please wait a bit, reload the page to fetch the newest data, and try again.

### What is the expected behavior?

In both cases the useful error message should be shown. Indicating to the user that the AMPF is still missing, and offering them an upload to a different location as a fallback. (as is already the case for linking existing files)

### Environment information

**OpenProject version**

17.2.0, but also earlier versions are affected.
