### Steps to reproduce

1.  Use the wizard to create a project and generate the initiation request/PDF artifact

2.  Update the information in the wizard and click "Complete" again.

### What is the buggy behavior?

  - The PDF is not regenerated, nor is another PDF with updated content created

### What is the expected behavior?

1.  a new PDF should be created and added as an additional file in the initiation work package
