## Description

### Steps to reproduce

1.  Have an OpenProject 14.6.3 instance with a SAML provider that has limit\_self\_registration enabled

2.  Update to OpenProject 15.0.1

### What is the buggy behavior?

  - After the update limit\_self\_registration isn't set anymore

  - SAML users can register themselves

### What is the expected behavior?

1.  SAML user should not be able to register by themselves when limit\_self\_registration is enabled
