## Description

### **Steps to reproduce**

*Please write down the steps to reproduce. Try to write down all necessary preconditions (what permissions do you have, are other users involved?). Example:*

1.  Login as user with "Member" or "Project Admin" role.
2.  User has access to the all projects hierarchy except project "SubProject (no access)".
3.  Go to work pacages and try use "Include project" and add subprojects for project "SubProject (no access)".
4.  No way to add it.
5.  If I as admin make and save filter with all projects where user has access - user will see tasks from all projects, but can not see this projects in the filter.

  - Incorrect behavior of "Include project" if user has no access to top-level project.

1.  User can select all the projects that he has access to

If admin add user to the "SubProject (no access)" the problem disappears

How system admin see all projects hierarchy:

User can not include tasks from SubProject 1 /1.2/2/2.1:

If user open saved filter with tasks from this SubProjects. User can see tasks from this projects:

Value of "Include projects" change from time to time. If it is 7 user can see only 3 projects:
